One has to say that it is prima facie absurd to
shoot someone to stop them harming themselves. You could argue that if they were trying to
kill themselves, then wounding them to prevent it would be a public health intervention, but it seems that in this case the police were concerned to prevent their right to harm members of the public from being usurped.
